The shortest possible answer is: cost

Online subscription resources are granted access through contracts with publishers and vendors.  These contracts limit the number of users in the same way the library purchases a certain number of print books.  When contracts are negotiated, things like demand and cost is taken into consideration when determining how many users are allowed to use the resources at the same time.
