Many vendors sell online access to libraries only in packages or bundles. Similar to cable TV providers who do not permit customers to pick and choose individual channels, vendors do not permit libraries to pick and choose individual titles. When the library purchases multiple packages or bundles from multiple vendors to gain access to specific individual titles, this results in the duplication and overlap of the common titles within the bundles.
